New Mexico Climate Investment Center
Request for Information (RFI) Announcement
Solar Third Party Ownership

Date Posted: 02/12/2025
Deadline for Responses: 02/27/2025

Introduction

The New Mexico Climate Investment Center (NMCIC) is exploring third-party owned (TPO) implementation strategies to support, expand, and streamline efforts to deploy solar photovoltaic (PV) systems in New Mexico’s underserved communities.

Scope and Objective

NMCIC seeks to identify strategies for the installation, operation, and maintenance of solar projects of up to 1 MWdc, using lease and/or lease-to-own structures offered by third parties for residential and nonprofit customers. This RFI solicits feedback from industry (particularly building owners), solar third-party ownership providers, academia, research laboratories, government agencies, and other stakeholders on issues related to effective use of lease and/or lease-to-own structures to catalyze solar installations on under-served residential and nonprofit buildings. NMCIC is specifically interested in information on practical, industry-driven, financially enduring, and self-sustaining strategies that facilitate solar deployment for buildings and that comply with the requirements of the EPA reporting requirements associated with the Greenhouse Gas Reduction Fund.

Who Should Respond

We invite responses from renewable energy developers, Engineering, Procurement and Construction firms (EPC), with experience in the installation, operation, and maintenance of residential solar projects, specifically those related to solar leasing programs. Companies or individuals with relevant expertise and experience in residential solar leasing are encouraged to participate.

Submission Instructions

Interested parties should submit their responses to the request for information via email no later than February 27, 2025 at 5:00pm MT. Responses should include, in addition to the request within, a company background including biographies of officers and their relevant experience.
